He is the author of Over a Barrel: The Costs of U.S. Foreign Oil Dependence (2008), World Power Forsaken: Political Culture, International Institutions, and German Security Policy After Unification (1998), and Power Rules: The Evolution of NATO's Conventional Force Posture (1995) as well as numerous other publications on international politics, institutions, and security, and he is co-editor of Balance Sheet: The Iraq War and U.S. National Security (2009). His current research focuses on the politics of energy security in the United States and other industrialized countries. CHRISTIAN EGENHOFER is Senior Fellow and Head of the Energy and Climate Change Programme at the Centre for European Policy Studies (CEPS). PER OVE EIKELAND is specialized in policy analysis and industrial strategic management, with emphasis in studies of environmental affairs, energy and innovation. He is Research Fellow withthe European Studies Program at the Fridtjof Nansens Institute and head of the institute's Energy Studies Group. JONAS GRÄTZ Specializes in Russian and EU energy policies and strategies of energy companies.
