HARRIETT D. ROMO is a professor of sociology at the University of Texas at San Antonio, where she directs the Child and Adolescent Policy Research Institute (CAPRI) and the UTSA Mexico Center. OLIVIA MOGOLLON-LOPEZ is the program coordinator of UTSA’s Mexico Center. She holds a master’s degree in public policy from the Instituto Tecnológico Autónomo de México.
