Verlac, (a Russian spy who is also working for the police) is ostensibly a member of an anarchist group in Soho. His masters instruct him to discredit the anarchists in some spectacular way. The upshot of the affair is that his evil plan goes horribly wrong and the repercussions are dramatically different from those that Verloc intended.
