Todd M. Masse is a national security analyst with the Johns Hopkins University Applied Physics Laboratory's Strategic Assessments Office, National Security Analysis Department. He has testified before Congress as an expert witness on matters relating to national and homeland security. He lives in Gaithersburg, Maryland.
